Roldan has over 35 years of experience in evaluating, structuring and negotiating corporate and project finance transactions and private equity investments in Latin America and the U.S. He was the founding CEO of Corporación Interamericana para el Financiamiento de Infraestructura, S.A., (CIFI), a specialized firm that provides financing, structuring and advisory services to private sector infrastructure companies and projects throughout Latin American and the Caribbean. Roldan led the formation of CIFI in 2001, attracting top-tier Latin American and European banks, funds and four multilateral financial institutions; raising over US$600 million in capitalization. During his tenure CIFI provided over US$ 1.3 billion in financing to private sector companies. He retired from CIFI in December of 2015 and formed RCT Advisory LLC, providing advisory services to funds and companies; and he serves as an Independent Director on the Boards of companies and charities.

Prior to founding CIFI, Roldan served as senior manager of the Inter-American Investment Corporation (“IIC”), a member of the Inter-American Development Bank Group, which he joined in 1989. Roldan led IIC’s Corporate Finance and Financial Services Group, supervising IIC’s project and corporate lending, equity investments, and capital markets and financial institutions transactions in Latin America and the Caribbean. Prior to joining the IIC, Roldan served as a Senior Loan Officer for the Inter-American Development Bank.

Born and raised in New Mexico, USA, Roldan has also served as President of a leading Community Development Corporation in New Mexico, and President of an agribusiness venture that was listed on the NASDAQ. Roldan currently serves as an Independent Director on the Board of the Raza Development Fund the largest Community Development Finance Institution serving the United States Hispanic community; and on the Board of Directors of the NMSU Arrowhead Center, Inc.; and he serves as “Project Mentor” to international graduate students in Georgetown University’s Global Competitive Leadership Program. He has served on the Boards and Investment Committees of venture capital funds and charitable organizations.

Roldan earned his Juris Doctor degree in law from the University of California, Davis; an M.S. in Applied Economics from Purdue University; and a B.S. in Agricultural Economics and Business from New Mexico State University.
